Legal grounds
Russian laws do not provide for direct liability for the barbecue on the balcony. Among the punishable administrative violations, the conversation is only about open fires, bred in a residential building or near it. It is also forbidden to make fire near playgrounds or stationary garages. These laws were written for a long time and do not take into account all modern realities. We can definitely say that cooking kebabs on the balcony is not recommended.
